A motion proposing that cards, in all circumstances, issued in normal time carry forward into extra time, was passed at the GAA's Annual Congress in Newry.
A total of 87 per cent of delegates voted in favour of the proposal which was outlined by Ard Chomhairle's Mel Clarke.
"Winner on the Day is here with us now and is likely to stay, the first step is extra-time, it has become a reality at all levels of the game," Clarke explained.
"The reason for the motion is to get clarity for team officials and match officials. For example, at the moment ticks carry forward, but a yellow card doesn't carry forward."
Terry Reilly and Tiarnach Mahon also spoke in favour of the motion which was passed.
