10 motions on codes carried at meeting of Ard-Chomhairle Chumann Lúthchleas Gael earlier today

Under recent changes made regarding to rules that are voted on at GAA Congress, motions on codes now fall under the auspices of Central Council. 12 motions were voted on today by that body.

Below is a list of the motions and the relevant outcomes based on a three fifths majority.

Motion 1

That Code 5.3 - Administration - Communications (pages 10-12) be amended by deleting section (i) (4), (ii) (4) and all other references to ‘facsimile’.

Motion Carried. Tá 100% / Níl 0%

Motion 2

That Code 9.2 (v) (page 15) be amended to read:

A player who has received a Sanction shall not be eligible to play with his Own Club in Ireland (other than in exceptional circumstances to be determined from time to time by the Central Council) for the 60 days after the date of approval of his Sanction in Croke Park but is eligible to play with his Own County.’

Motion carried. Tá 71.7% Níl 28.3%

That Code 11.1 (2) - County Championships (page 20) be amended to read as follows:

(2) The maximum number of teams that may participate in an adult County Championship shall be 16.

Exceptions -

  • In Counties where Divisional and/or Higher Education College teams are permitted to participate in a County Senior Championship, a separate preliminary competition shall be organised as a qualifier for a determined number of ‘such teams’ to participate in the 16 teams County Championship.

(ii) Junior or lower grade County Championships.

That Code 11.5 – Club Championships – County/Provincial/All Ireland (page 22) be amended by deleting (a) (ii).

Motion 6

That Code 11.5 (a) Organisation (Provincial and All-Ireland) – (Page 22) be amended by inserting a new section (iii) to read:

Players of Intermediate and Junior grade status who have played in the County stages of a

Senior Championship Competition with a Divisional or Group Team in a Championship year

shall be ineligible to play at Intermediate and Junior grade in the Provincial and All-Ireland

Club Championships of that Championship year.

Codes possibly affected: Code 10.7(1).

The rest of the Code to remain unchanged.

The following motions on codes from Advisory Rules Committee were down for the decision;

Motion 7

That Code 10.7 - Club Championship and League Status of Players (Codes - page 18) be amended:

In list of circumstances in which a player shall not lose his current Championship status amend (5) by adding the words "or the European Board area under Rule 6.7, Exception (3).

Motion Carried: Tá 95.7% Níl 4.3%

Motion 8

That Code 10.7 Club Championship and League Status of Players (Codes – page 18) be amended by deletion of provision (3) and renumbering of subsequent provisions.

Motion Carried. Tá 93% Níl 7%

Motion 9

(c) A County Committee may make regulations, setting out criteria to rank teams which finish with equal points. In default, a tie shall be decided by the application of the following criteria in the order specified:

(i) The higher number of League Points obtained in the 'Head-to-Head' games

(i.e. games in which the teams involved in the tie have played each other).

(ii) The higher Scoring Difference (i.e., Subtracting the total Scores Against from total Score For) in the 'Head-to-Head' games.

(iii) The higher Scores For in the 'Head-to-Head' games.

(iv) If, having applied criteria (i) to (iii) inclusive, there are still teams with an equal ranking, criteria (i) to (iii) are applied to the ‘Head to Head' games between the teams which remain tied.

(v) The higher Scoring Difference in all games in the League Group.

(vi) The higher Scores For in all games in the League Group.

(vii) A Play-Off.

Games Awarded Without Score (e.g., a walk -over) Involved in a Tie-Breaker

Team Awarded Game.

Its 'Average Score For' and 'Average Score Against' achieved in games played (in Head-to-Head or All the Group, as applicable) shall be added to its 'Score For' and 'Scores Against' totals.

Team Against whom Game was Awarded.

It shall have zero added to its 'Score For'. Its 'Average Score Against' conceded in games played (in Head-to-Head or All Group, as applicable) shall be added to its 'Score Against' total.

Exception to (c)

A Play-Off shall decide a tie in Under 17 and younger Age-Grade Competitions unless a County's Competition Regulations provide otherwise".

Motion Carried. Tá 95.5% Níl 4.5%

Motion 10

That Code 13.2 (A) - Leagues (Codes - page 24) be amended to read:

13.2 (A) Leagues may be organised on a single or double round basis. Where a double round League is played, the combined results and scores of the two games shall be taken into account in any tie-breaker.

Regulations outlined in Code 11.1 (5) shall apply to League Competitions

Exception: In the case of (5) (a), a Committee in Charge may determine an alternative allocation of Points System".

(Penalties for each unfulfilled Fixture to be unchanged from existing Rule).

Motion Carried. Tá 97.8% Níl 2.2%

Motions 11, 12 and 13 were taken together.

Motion 11

That the following be adopted as Code (3.3) in Codes (Page 8):

(3.3) Licensing Terms and Definitions

GAA Licensee: A provider that is approved, on foot of a Licensing Agreement, to supply Playing Gear or Equipment for use in Official Games, or other approved merchandise.

Licensing Agreement: An Agreement entered into with a GAA Licensee, subject to compliance with Regulations adopted by Central Council.

SMART Sliotar: A Sliotar used in specific Official Games, as approved by Central Council, which contains a microchip for authentication purposes.

Match Sliotar: Any Sliotar, other than a SMART Sliotar, which is approved for use in Official Games.

Official Game: A Game which is played under the jurisdiction of Central Council, Provincial Council, County Committee, any Council within the Education sector - Primary, Post-Primary, Third Level or any other body approved by Central Council to organise Games of a competitive or developmental nature.

Motion 12

That Code (3.2) Branding be (Pages 7/8 Codes) be amended by:

Adding the following to (a):

The Association's Match Sliotar or SMART Sliotar logo(s) shall be displayed, as appropriate, on all Licensed Sliotars. Sliotars used in Official Games shall not carry branding other than the Association's corporate logo and a Sponsor's brand name(s), distinctive mark(s) or logo, if appropriate.

Motion 13

That a Code for Playing Gear and Equipment be adopted to read as follows:

  1. Central Council shall adopt Regulations relating to standards for hurleys, sliotars, footballs, artificial tees for use for kick-outs in football and other playing gear and equipment.
  2. Playing gear and equipment shall be approved for use, by the Director General, subject to compliance with these Regulations.
